We present in this section the jury of the Barcelona Dades Obertes Challenge Second edition_2019.


  • Francesca Bria

    President

    Chief Technology and Digital Innovation Officer
    Barcelona City Council

    Francesca Bria is Senior Advisor and Expert on technology and innovation policies. She has a PhD in Innovation Economics for Imperial College, London and MSc on Digital Economy from University of London, Birbeck. As Senior Programme Lead at Nesta, the UK Innovation Agency, she has led the EU D-CENT project, the biggest European Project on direct democracy and digital currencies. She also led the DSI project on Digital Social Innovation in Europe, advising the EU on digital social innovation policies. She has been teaching in several universities in the UK and Italy and she has advised Governments, public and private organizations and movements on Technology and Innovation policies, and its socio-economic impact.
    Francesca Bria is an adviser for the European Commission on Future Internet and Innovation Policy and she is leading the DECODE project on data sovereignty in Europe. She is currently the Commissioner of Digital Technology and Innovation for the city of Barcelona.


  • Laia Albors Zumel

    Student of the 2nd year of Science and Data Engineering, a new degree offered by the Universitat Politècnica de Catalunya since 2 years ago and which responds to the need to train graduates with a multidisciplinary vision of engineering and able to face the challenges poses a technological environment in evolution and that is based, in good part, on computer systems that generate and analyze massive amounts of data. Laia, who studied the Baccalaureate at the IES Guillem de Berguedà from Berga, obtained the highest mark of the selectivity in her region, becoming worthy of a distinction of the PAU by the Consell d’Empresa i Coneixement of the Generalitat de Catalunya. Acceded to the grade that began then with the highest note of the promotion. The jury of this second edition of the Barcelona Dades Oberts Challenge is added as a new member.


  • Joan Melià

    Jury member

    Joan Melià Seguí, PhD (Universitat Oberta de Catalunya, 2011) and MSc in Telecommunications Engineering (Universitat Politècnica de Catalunya, 2005), is lecturer at the Faculty of Computer Science, Multimedia and Telecommunications, and researcher at the Internet Interdisciplinary Institute (IN3), both at Universitat Oberta de Catalunya. Before, he has been postdoctoral researcher at the Department of Information and Communication Technologies, Universitat Pompeu Fabra, and visiting researcher at the Palo Alto Research Centre (Xerox PARC), California, USA. His research is focused on the Internet of Things, Contextual Intelligence and Security. He has authored or coauthored more than 30 peer-reviewed papers in indexed journals, conferences and workshops, and is coauthor of one patent. Dr. Melià-Seguí teaches in the postgraduate studies on "Smart cities: City and Technology" at UOC where the importance of open data in the city, besides other aspects, is analyzed.


  • Helena Ramalinho

    Helena Ramalhinho is a Full Professor at Universitat Pompeu Fabra. She has a B.A. and Master degree in Statistics and Operations Research from the University of Lisbon, Portugal, and a Ph.D. in Operations Research from Cornell University, New York, USA. She has been involved in different research projects and consulting for firms in the area of Operations Research, Transportation, Operations Management and Logistics. She has published many articles in prestigious international scientific journals and has presented her work at international conferences. Helena teaches at various undergraduate, master’s and PhD`s programs in the UPF, Barcelona School of management (UPF) and several European universities. She is currently the director of the Business Analytics Research Group and a researcher at the Center for Operational Research at the University of Lisbon. Her research interests include Operations Research, Business Analytics, Combinatorial Optimization, Metaheuristics, Iterated Local Search, Vehicle Routing, Scheduling, Supply Chain Management, Logistics, Production and Operations Management.


  • Enric Rubio

    Enric Rubio Rodriguez, Inter-University Master in ICT Security (UOC), Superior Engineer in Computer Science (UNED), Technical Engineer in Computer Science (UNED).
    He develops his professional activity in the Ascó-Vandellòs II Nuclear Association as responsible for information systems of critical impact on people's safety, and provides integral support on computer security, on behalf of the company Asimetrics Intelligentia, in which he holds the position of CEO.
    He combines his professional activity with teaching. He is Professor-Tutor of the UNED (Universidad Nacional de Educación a Distancia). His teaching task is framed in the tutoring of the subjects of:"Fundamentals of Digital Systems","Databases", "Computer Networks" and "Programming Strategies and Data Structures", within the Degree of Computer Engineering, in the Associated Center of Tortosa.
    As a member of the Col-legi Oficial d' Enginyeria Informàtica de Catalunya, he performs interventions as a Judicial Expert when required by the Courts and Tribunals.


  • Oleguer Sagarra

    Jury member

    Oleguer Sagarra has a PhD focused on Network Science and human mobility from the University of Barcelona, with a stay at MIT working on urban shared mobility solutions. MsC in computational physics for UPC. He works by understanding complex social / economical phenomena through the traces left by its associated data using also an analytical view for modelling it. Co-founder and data scientist at the quatitative digital innovation consultancy Dribia, where he leads projects and solves real problems with original solutions based on data.
